Melt the butter and cook the onion with the broccoli for 5 minutes or until lightly browned.
Blend the broccoli mixture with water, evaporated milk, NESTLÉ® Media Crema, chicken bouillon and cornstarch. Heat in a large saucepan until it thickens slightly, stirring constantly to avoid sticking.
Mix mashed potatoes with salt and half of the flour. Form into balls; roll in remaining flour. Heat oil in a small skillet; fry potato balls in the hot oil. Serve the cream with the potato balls; garnish with parsley.
